Brazil: SEFAZ no longer supports free NF-e and CT-e portal


In 2017, Brazil’s SEFAZ (Tax Authority) will stop updating the free portal for issuers. The measure has been adopted by the Brazilian tax authorities after finding that only 9% of businesses were occasionally using this service.

The Tax Authority (SEFAZ) in Brazil has announced that it will no longer be updating and maintaining the free portal for NF-e and CT-e (Nota Fiscal Eletrônica y Conhecimento de Trasporte Eletrônico) invoice issuers as of January 2017. The aim of this measure is to gradually do away with this service, after finding that the majority of businesses are already using their own e-invoicing solutions to issue these electronic tax documents.

A study carried out by the SEFAZ confirms that despite the investments made in the free portal, 92.2% of companies manage their invoices (Notas Fiscales) with advanced e-invoicing solutions integrated with their internal management systems. In the case of the CT-e (waybill), the other tax document affecting freight transactions, the number of companies declining to use the free solution is even higher, with around 96.3% of businesses using automatic solutions.

In 2006, when the tax document digitization process was rolled out in Brazil, the portal was launched free of charge to users in order to facilitate the technological leap for small businesses with difficulties in dealing with technological change.

Over the years, the NF-e (e-invoice) and CT-e (waybill) have become fully ensconced in Brazilian society, with its adoption process perceived by Brazilian companies as something germane and typical of the Brazilian tax system. Not surprisingly, Brazil is today the country leading the digital evolution in tax matters, with advanced issuers who are totally unfazed by the electronic tax document issuing processes.

Who will be affected by the portal’s disappearance?

The main impact will be on small businesses which are still regularly using the service. Nevertheless, some larger companies may occasionally also still be using the service. The reason behind the existence of occasional users of the portal lies mainly in the heterogeneity of NF-e invoices found in Brazil. It is common practice for a company to mostly use its own NF-e issuing solution, although it may occasionally have to adapt to certain particular features only considered in certain states in which it does not habitually engage in business activities.

Whatever the reason, the gradual disappearance of this service is a fact, so the Brazilian finance department recommends users to find alternative solutions as soon as possible to be able to issue NF-e and CT-e documents, which may occasionally still have to be issued through the free portal.

What is the best option on the market?

Issuers of electronic tax documents in Brazil must weigh up solutions adapted to the different billing models in force in the Brazilian states.

At this point, it is important to take into account the provider’s capacity to swiftly adapt the tax document issuing platform in the event of changes, modifications and particular features that may be introduced in the future.

It is therefore important to assess the technological capability to quickly address any change in the solution, as well as the availability and service guarantees provided by the supplier of NF-e and CT-e issuing services.

The adoption of platforms in service mode which operate from the cloud is highly recommendable to achieve these aims, as is demanding a service commitment from the provider, based on an SLA (Service Level Agreement), to ensure maximum availability and response capacity in the event of possible incidents.

Capacity for integration with internal management systems, or platform scalability to expand its capacities to cover the need to issue e-invoicing in other countries, are other desirable features to be required from a service provider.
