Brazil discards “Non-Registered Financial Invoice”

The “Boleto Financiero No Registrado” (Non-Registered Financial Invoice) will no longer be used in Brazil as of 2017. This tax document, used to manage the payment of large volumes of NF-e payments (e-invoicing), will be replaced by the so-called “Boleto Registrado” (Registered Invoice), which unlike the earlier document provides details of the invoice debtor.




From 2017 onwards, Brazilian companies may issue only one type of financial invoice. We are referring to the so-called Registered Financial Invoice (Boleto Financiero Registrado), which completely replaces the "unregistered" document, widely used by Brazilian companies in processing their invoice payments and debit notes.

The use of the financial invoice is very common in this country, in the form of a document that allows users to make online deposits and pay the amount due on an invoice, making the pertinent payment in any bank, ATM, lottery administration, supermarket with which the bank has an agreement, or by online banking.

Unlike the “unregistered” document, the “Registered Invoice” provides details of the debtor and payment terms, enabling the bank itself to make efforts to secure collection of the debt when the due date comes around if payment has not been made.

Registered invoices enhance security for the creditor, as they provide greater assurances of collection for the invoice issuer, given the active role taken on by the banking entity in managing the debt. Nevertheless, issuing, follow-up and any claims relating to the document are done manually, which means that companies will need to devote working time to these tasks. Moreover, it entails a rise in financial costs, as the commission charged by financial institutions for processing these documents is considerably higher than the cost of “Registered Invoices,” due to the liability of control exercised by the bank.


Making the most of financial invoicing

The financial invoice (boleto financiero) currently accounts for 30% of all online payment transactions. Approximately 2,000 million transactions are performed annually using this document.
